In 2014, the ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum, issued a mandate to lead the development of Dubai’s creative industries in support of the Dubai Innovation Strategy, leading to Dubai Technology and Media Free Zone Authority (DTMFZA) being renamed as Dubai Creative Clusters Authority (DCCA).

This free zone was launched in 2000 with the aim of establishing Dubai as a hub for knowledge-based industries and is committed to foster the growth of Dubai’s creative industries by developing policies and programmes to attract, retain and grow such businesses in Dubai. DCCA is the main regulatory and administrative body for a number of free zone parks in Dubai. In addition to managing the application procedure issuing licenses for all new businesses, it also enforces and passes laws within its jurisdiction.
